The Committee, at its Meeting deliberated on the Appeals from several Local Councils, and listened to information presented by Serhiy Podhorny, Electoral Legislation and Public Associations Sub-committee Chairman, on these Appeals from Local Councils concerning the early Termination of Authorities of Village, Community and City Mayors.
The Committee Members noted that, pursuant to the provisions of Article 85 of The Constitution of Ukraine, and Clauses 14 and 15 of the Law 'On Election of Deputies of The Verkhovna Rada of The Autonomous Republic of Crimea, Local Councils, and Village, Community and City Mayors´, in the event that a Village, Community or City Mayor terminates his Authorities, an early election for the relevant Mayor should be called by The Verkhovna Rada of Ukraine at least 70 days following the announcement of the proposed election, and must be held on a Sunday.
In view of the above, The Committee resolved to recommend that Parliament calls an early election on Sunday 20 April 2008, and committed Serhiy Podhorny, Sub-committee Chairman, to speak on this matter at a Plenary Meeting of The Verkhovna Rada of Ukraine.
